Anything too short would make it look awkward but the high waist makes the length of the cardigan look more proportionate. I find navy blue a hard color to match, and typically I dislike it with black. However, it already has the black detail so I wanted to bring out those accents with the black choker and tee. Since yellow and blue are complementary colors I tried to incorporate a little bit in the earrings. If you are wearing something high-waisted, typically you want to draw the attention up or down.
